I would like to try setting the "License Timout Parameter"

I don't see a PTC.OPT file under our \flexnet\licensing directory? Is this where I should find it? Is it just a matter of creating one?

I have also seen conflicting info regarding the 120 minutes being the minimum and elsewhere indicating that it can be set as low as 20 minutes.

Does anyone know what the minimum is?

You have to create the file, 20 minutes is the minimum. The contents is as follows:

REPORTLOG +"C:\Ptc\flexlm\licensing\ptcreport.log"
TIMEOUTALL 1200

When creating an option file, what has to be done for the license server to recognize and read the new PTC.opt file?

Specify the options file path in license.dat..

Commonly it looks as: 

DAEMON ptc_d "C:\Program Files\PTC\FLEXnet Admin License Server\x86e_win64\obj\ptc_d.exe" "C:\Program Files\PTC\FLEXnet Admin License Server\licensing\ptc.opt"
