I have Creo simulate base license, can anyone tell how can we utilize this license. Is this lic should be configured with creo parametric?? or do we have any other method?

Easiest is probably to contact you're reseller, but I can give you the general information:
Most people use Simulate within Creo, so you should have 1 license file (.txt file) with a Creo (parametric or foundation or essentials) license and the Simulate license.
You can retrieve this license file from the PTC website: https://support.ptc.com/appserver/cs/lm/index.jsp It is fixed to you're computers physical address (or for floating licenses to the physical address of you're creo license server).
If you have a personal license, you can 'load' it into Creo within the setup.exe during installation or after within the reconfigure.exe. You drag and drop it into the textbox beneath 'Source' in the 'License Summary' paragraph.
Simulate is not a configurable license (one you can choose during startup of Creo); it is loaded when you go to the Simulate tab in Creo, and released when you exit the Simulate environment within Creo.
However installation is not automatic; During installation of Creo you manually have to check the mark for Simulate to install Simulate as well.
