Windows 11 Server unavailable - I cannot select the "retry" option

Windows 11 Server unavailable - I cannot select the "retry" option

I would like to revisit this for Windows 11. 

Windows 11 doesn't have the cascade function anymore.

the box that says "The server is currently unavailable. Do you want to switch to offline mode?" is over the box that is needed to select retry.

This window can't be moved... how do i get to the window behind?
