How to create a target line in a label chart widget

Hi,

I'm able to generate the Label chart from the result of an SQL query, 

but I would like to know how to draw a target line in the graph (line in red : note the red line will always be the same value, this is the target to achieve).

any idea?

This wouldn't be an out of the box functionality. You may look into modifying/custom developing a widget.
