Importing special characters using CSV extension.

I am trying to read properties for a thing from CSV file using Parsley extension(v 2.1.9) . The properties might have some special characters. While importing the values for special characters like Ä,¼, are imported as question marks. Is there a way we can import special characters in thingworx ?

Please note the extension  is not currently supported by ThingWorx.

Even if i do the same using CSV Parser Extension, I get the same result .Is there is a way we can get special characters from CSV as it is ?
