Is This Graph Formatting Possible? - Background colouring

Hello I am using Thingworx 9.3 and I am wondering if formatting a graph like this is possible?

Assuming there is a data set for the green and light orange bar in the middle you may be able to do this with one of the new widgets in 9.4.  I am unsure if this is possible in 9.3.
