For example, to apply foreground and font color to all widgets at once
As far as i know you will need to change default style of the widget and whichever widget is using same style will apply it.
There are some ways to inject CSS into a mashup, you can then do that to apply to a Widget or a Type of Widget.
You'll have to disseminate the elements and style callouts for it.
