Can you pls share more details like version of TWX you are using?

The active/active HA is supported within a single Azure region in Cloud. Also, We do not recommend or support that for any infrastructure. A second region could be considered as part of a disaster recovery solution. pls check the help centre document linked below which explains your query in detail:
