Z-Index in Responsive Mashup

How can a Z-Index be used in a Responsive Mashup?, Z-Index is commonly used in spacing a widget on top of another widget; how can this be achieved in a Responsive Mashup?

there is to my knowledge no Z-index for responsive areas.
