Mail extension is available on PTC support portal , under Thingworx Foundation.

I think you need an account with active support contract to access software downloads page.

Yes, that is correct.  An active support contract is needed to access the software downloads page.  Depending on the version of ThingWorx you are running, you may be able to find an older version on github.
