I have a custom role called Engineering Manager. Can we show this on the Create Change Task form? I see Assignee, and Reviewer OOTB, but I want to add another role, which will be a user picker in the form.

Yes you can add a parameter with the picker for searching a user in any wizard where you want.
Customization is needed as @Rocket_Max mentioned
I would start to study what customization can be done in the Windchill .
Your Windchill installation contains documentation for it
Activate the customization icon by setting following preference on the site> Client Customization
Then refresh page and open Navigator Customization Tab will be shown
Check the component catalog
there is Picker section and this section describe how to cerate what you are looking for
