Administrators unable to create instantiable Document sub-type even with proper Access Control defined (Windchill PDMLink 10.0 M040)

Any user, even Administrators, with Create access to a WTDocument sub-type is unable to see the sub-type in the Document Creation Wizard drop-down list. (Windchill PDMLink 10.0 M040)

If you have an OIR for this sub type, does the OIR specify a lifecycle template that doesn't exist- maybe a typo in the name? Can disable the OIR for the type temporarily, which will cause the type to use the parent (WTDoc) OIR - see if appears then.

Maybe try New Document at Site level Folders, eliminating anything going on at a lower context.

The lifecycle template mentioned in the OIR was not enabled. We detected this after disabling the OIR (so that it could successfully fall back on the WTDocument OIR)
