CS126394 refers to a possible method to organize MBD annotations.  The solution is that the functionality does not exist in Creo.  Creating a product idea to add this functionality to Creo is the only option at this time.  Creo Parametric Ideas - PTC Community

I designed a parametric machine that can change in dimension from 8m to 35m. Most of the component are assembly by default position as I use skeleton and copie geometrie to position feature. When I try to use MBD in replacement of drawing, everything seam to work, but when I change machine dimension, annotation seam to keep position from the view and size instead of from geometrie and become far away of the part. It is not possible to read them. I don't want to reposition every annotation eatch time. There is a way to attach dimesions to geometrie?
