Better Snapping in Drawings?

Anyway to turn on better snapping in drawings?

• When placing dimensions, snapping is only available AFTER having initially placed a dimension. Is there a way to snap while initially placing dimensions?
• Placing tables - is there anyway to snap to formats, other tables, etc. for easy and accurate placement?
