On of my users is using Creo Parametric Release 4.0 and DatecodeM030
He Cannot open a solidworks file, creo shows an error message and crashes "non-creo models can only be retrieved from the primary server"
Even when disconnected from windchill base this does not work.
Licence level is PROEDesignAdvP, this should work
The error does not occur on my machine, using creo 4.0 M140, and another user with Creo 4.0 M090

maybe the problem is related to M030 functionality.
According to https://www.ptc.com/en/support/article/CS275340 article:
Solidworks 2004 till 2016 files can be opened in F000
Solidworks 2017 files can be opened in M030
Solidworks 2018 files can be opened in M050
Solidworks 2019 files can be opened in M090
Solidworks 2020 files can be opened in M140

Cheers Martin, exactly the type of information I was looking for but unable to locate.
We will start with upgrading creo and see if this improves anything.
