A designated parameter will only transfer to Windchill if a corresponding attribute with the same name is defined in Windchill first. Yes, the parameters must be designated to transfer. If a parameter is not designated, the value will not be visible in Windchill. If a parameter is designated in Creo but undefined in Windchill, a warning will be thrown during upload, but you won't be prevented from checking in. Again, the value will not be visible in Windchill.
