Drawing Template Question

I can not figure out why the B size drawing template I am trying to create will not align the text vertically within the text box?

also I am trying to complete this template in Parametric Creo 3.0

In the Table tab, pick the cell (second from the top, left side of the right-side table).  Go to the format tab, press the arrow in the lower right of the Style section of the ribbon to see the text style of the note.  Change the vertical justification to Middle.  Then it will align vertically.
