I want ro read onto step file the annotation make in a part as dimension, tollerance and note.
How to export, in a step file, annotate as note?

it looks like Creo exports annotations as graphical representations. See https://www.ptc.com/en/support/article/CS193762 document.
I suggest you contact PTC Support and ask them the same question.
