HOW TO CHANGE SCALE REPRESENTATION IN DWG

When I set scale of view as 1/3 for example, in representation it shows 133/400. How do I make sure that whatever format i enter the scale; the same is represented?

Take a look at these two drawing options.  Creo is probably automatically changing your scale to something that divisible by your view scale denominator.  It might be better to just change view_scale_format to decimal.

I use 12; that covers all the "thirds" and "forths" scales.

I rarely need more.

But where do I get an option to change this setting

It's a drawing specific option.  It's available under File, Prepare, Drawing Properties.
