Help on Modelling Fish Scale Array

I am trying to model a fish scale array pattern as a film like structure. but unfortunately i cant able to create the overlapping surfaces. I figured that I need  some degree of tilt between the individual scales and the base.Attached pictures of what iam getting and what I need.  Help me to get the desired output.

create an assembly, add single fish scale into it and pattern it.

Thank you for your help, I'll try it 

If you have access to the additive manufacturing extension it is possible to create a custom lattice that will greatly simplify modeling this type of pattern. I would do some investigation on that method if you have the extension available.
