Parameter in Creo Pramtetric

Can any one tell me why we can avail and create various levels of parameter like within feature,part,assembly,etc......sometimes it doesn't make sence

Parameters are created at different levels to control what they affect.

You can use the same parameter name in features, parts, and assemblies and Creo knows which one applies because of where it is defined and used.
