I just scaled a part. There is no Scale feature in the model tree. How am I or anyone suppose to know that a scaling took place? Where is this change recorded or documented? How can this change be undone in the future?

This is a perpetual problem. Scaling is a one-way thing that affects the whole model and has no "undo". For models I've had to scale I've taken to making a note of it as comments in the Relations.
Alternative documentation hacks I've used are to make a drawing annotation feature and put a blurb of text in there about the scale, name the feature something meaningful like "SCALING-INFO", and hide it, so it's still in the model tree but not splattered over the model geometry.
I could also maybe have a parameter like "scaleModel" and store the scale factor there for posterity.
None of these is "automatic" in that they all rely on me typing in the correct numbers and keeping them updated as necessary in a manual fashion, but it's better than nothing.
You can't when you use that scale. It's bad!

When using the scale model functionality you can document it in the model by following the method below.
Create a sketched planar datum curve of known length, i.e. 10mm. Put this on a layer named scale reference. Name the feature scale_reference.
Add an annotation note in the model that documents what the scaling factor applied was and the original length of the scale reference curve. For example: Scale factor = 1.01: Scale reference curve length is 10mm at scale 1:1
This information will allow the scaling to be undone as well as provide a "history" through the use of the scale reference datum curve. If you know the curve should be 10mm long then you can always scale the model to get back to the original size.
This seems like a good solution. I will keep this in mind. Thank you
