We regularly use image files on Creo drawings, we import them from the downloads folder.
When we check in the file in Windchill, it loses the image because it is on the client machine.
Is there a way to import a image file into a workspace so it will check in with the drawing?

Yes, save_texture_with_model yes saves the picture inside drw file.

Embedded jpg image file in Creo Parametric drawing (*.drw) file is not visible in published representation
Embedded image file into the Creo drawing (*.drw) is appearing as a black box after publishing
Resolution
Remove the inserted image file from drawing
Rename the image with .jpeg extension instead of .jpg
Copy the .jpeg image file into Microsoft Word Document and save it to local disc
In Creo Parametric, navigate to Insert-->Object--> Create from file and select the Word document created in the above step
Check-in the drawing and publish it
