Yes, you need the 64-bit SDK, which is indeed free.

No, you cannot build the 64-bit dll on a 32-bit PC.
The above SDK must be instaleld and compile & link on a 64-bit PC with 64-bit Windows OS.
Compiling and linking are nearly identical.
