How to create Flat to screen note?

Hi, 

I referred to CS80810 to create a Flat-To-Screen Note.
"TOOLKIT for 3D Drawings" license is required.
Can't I make a Flat-To-Screen Note without a "TOOLKIT for 3D Drawings" license?

Looking at the contents of the text, I am aware that "TOOLKIT for 3D Drawings" is necessary to create 3D Notes.
My question is how can I create notes without "TOOLKIT for 3D Drawings" license.
Are you not reading the my question?😅

P.S. I tried to implement it using Macro, but it required an act of clicking in the graphic area.

We offered our customers a choice of two methods.
1. Purchase Toolkit for 3d drawing license
2. Development of redefining after manually creating notes

Customer chose option 2.
