use GRANITE®-Based Cross-Release Interoperability (GCRI) Functionality Implemented Starting in Pro/ENGINEER Wildfire 3.0. (see https://support.ptc.com/appserver/cs/view/solution.jsp?n=CS34964).
Follow the 2 steps below:
Now you can start CR2 and open CR3 file.
LIMITATION: You will not see feature history !!!

Welcome to the forum, Matt.
Technically, you cannot. You can export the file as STEP and open it in Creo 2.0 but I know that is not what you are after. There is a utility called Granite that can do this but the file will be compromised from the original parametric point of view.
If there is a critical need, you might ask customer support to give you a hand on this. But in general, you cannot do this if you want all your features transferred intact.
