I was hoping to receive license file i.e. "BE700908EDSTUDENTEDK12_license.dat". Could you share the same? Or check whether the host Id mentioned in license file is matching with your machine's host Id: D4-D2-52-4A-59-34.

Look for any line like "#License codes for PTC Product." in your license file (open it in Notepad).
Else, you can share snapshot of your license file at least if not the file.
License wouldn't open in notepad.

The issue seems related to incorrect host Id in the license file. If you you could have shared license file, I could have further suggested if anything was required.
If the issue is not with host Id then, there could be license file corruption.
