Try to use a different user profile for login and see if the issue persists. With this it can be narrowed down whether the issue is system specific or user profile specific.

Please share the dxdiag report of the system having issues with.
To get the DxDiag report: Click Windows Start button > type “DxDiag” in the Search box, and then press ENTER > Save all information to “DxDiag.txt
Also, are you saving the file locally or on a shared network location?
