option no.1

In File Explorer go to C:\ProgramData\PTC\Licensing directory. If it contains some files them move them to different directory.

C:\ProgramData\PTC\Licensing directory must be empty before you launch setup.exe.

Launch setup.exe.

@Alex_Cazacu told me that for Creo 11.0 students should use Product code BE110908EDSTUDENTEDK12, only.

Product code BK110908EDSTUDENTEDUNI causes error you reported, therefore it should not be used.
