I often find the floating dashboard that appears when selecting something to be located right over what I am trying to work on in both the drawings and models. Is there some way I can simply dock it to one location? like the corners of the screen? See below picture for an example of the menu I am describing.

I forget what version it is, but with 9? and beyond Creo remembers the position of undocked windows and stores them into the customization.ui file so they go where you have placed them.
I too have experienced this tendency for the popup menu to block access to geometry. Presumably it's because the popup appears at the position where you mouse was when called for, which is usually around the geometry you are interested in. Incredibly annoying when it completely obstructs access to the next thing you need to pick.
Though there some customizations available for Creo graphical elements, I didn't find any config.pro settings that seem to apply to this. Doesn't seem to be something the user can "adjust" or even turn off. Unless someone else has a method to affect this behavior it appears we are out of luck on this.

please describe one specific situation in detail.
In Creo Parametric most actions today are of the object-action type, so it's not clear to me what this is about.
An example of the behavior I see.
I've got a model up with a visible sketch. I want to change the line style of the sketched line. I select the line. The line is highlighted and a "floating" menu pops up with a bunch of actions that I can now take with the selected line. This small unbordered dialog box is brought up to the right and above the mouse position when I pick on the line. Many times this little window will obstruct other geometry, or if I'm picking something at the portion of the graphics window, the little menu will block ribbon elements.
The available things that can be done to a selected item change depending on context, but the behavior of this little window is always the same.
