Basically the license defined to be used by Creo, which is showing in the error, is not available.
Reasons can be various, including mistyped license name or server name, license being for older release, license server being not running or connectivity errors.
If you search for the error (with correct typing request) in the database, you should find a lot of articles, but also forum entries that may provide you with additional hints.
