Assign values to State definition using service

While configuring state definition,I have to enter values manually.But how do I give values using a service to state definition?

After a State based definition is applied to a widget, the States themselves will become available as bindable parameters on the widget properties.

This allows you to use a service or a dataset to overwrite the originally defined  States

Very commonly used with let's say a 'Gauge Mashup' that you embed in your different mashups, now you can use a single defined Gauge Mashup to represent different properties that operate in different ranges.
