Is it possible to move popup screen with the help of cursor just like how popup windows(chrome window,settings window etc) we move?

Using the Navigation function with popup or modal popup in ThingWorx 8.5 allows to move the popup inside the browser window.

The legacy Navigation widget does not allow this.

We are using 8.3.3 version of thingworx now,Is it possible to the same in this version using css or any other method?If so,please let me know

I am not aware of a way around it in 8.3.3

Can you send Navigation function widget as zip file so that I can import it into 8.3.3 as custom widget?

No that is not possible.

You do need 8.5 to use the Navigation function.
