There is no config option to force Creo to have me pick the reference plane.However, JLG at the PTC Community [1] provided me with the config option "enable_face_preselection" which when set to no will not allow you to pre-select the sketch plane in most cases. It seems a bit inconsistent because if I select a plane first, I can go directly into sketcher when creating a sketch, but cannot when creating an extrude feature. It also does not prevent selecting a plane right from the dashboard and directly entering sketcher. A slight improvement, though.As long as you do not select planes ahead of time and always go through the "define" button in the feature dashboard, you will always be presented with the sketch setup dialog. I tend to do both, sometimes selecting the plane first, sometimes not.BTW - I created a product idea [2] to implement an option for this.
