I got an email from PTC that they have finally fixed a problem I submitted back in March. I've downloaded version m170 and tested the fix.
This version fixes a problem with how datums are attached to gtols.

You can update old drawing by adding the following to the detail setup file:
update_drawing 1965861
In the case above doing this changed the origin to the center of the gtol, but maintained the offset, so I had to drag the datum back to the center of the gtol.
All new drawings should behave correctly.
