Is there a way to get layers created by the config.pro 'def_layer'
command into parts that were created prior to that command being
implemented? 



I've tried a simple regen, a forced regen via the model player and
dragging the insert bar to the top of the tree and back.  None caused
the layers to be created.  The only thing that seems to work is the
creation of a feature.  Surely there has to be a way to do this.

The only way I know is to create the layer requirements under
Modelcheck.

Running Modelcheck will prompt you to add the layers, and then will
prompt you to put the features on said layers, but the rules will not
exist so layers will not automatically add new features.

To check automatically for the standard list of layers, STARTCHECK needs to be enabled. If a feature does not exist, ModelCHECK will not report the layer missing unless REPT_LAYR_ALWAYS is set to Y. Supposedly, if this is set, ModelUPDATE will automatically add missing layers.
