This popup is displayed when you try to open an item that is currently being edited by another user.
How does the composer know this? Is this info accessable so that it could be used by a custom service?

The Logged in user behavior was recorded in the session information and some other logs.
For the edit behaviors, you can go to Monitoring - Active Edits - All Users. (Image attached)
I checked the service it used, it's in Resource - Search functions - SearchActiveEdits, which is not open to the users.
