No longer able to license Mathcad 14.0 on new PC

No longer able to license Mathcad 14.0 on new PC

I am attempting to install Mathcad 14.0 from CD on a new PC but am unable to complete the license setup due to a "(403) Forbidden" error. I suspect this may be related to the age of the software version. Does anyone know how to solve this?
