When I try to open creo parametric this message shows up. What does it mean and how can I fix this problem?

Error in screenshot is not clear. If you will enlarge the error window, there will be a error code.
There are some articles on PTC knowledgebase about such error messages, for example (CS21768: For error -96, CS26888: error -97, CS26559: error -4 and so on) which may help you.
For better clerification on error, add a new screenshot of complete error message.
Here is the screenshot of complete message . The error code you were talking about is (-61)

check if license manager is installed and running on allied-pc computer. Also try to turn Windows Firewall off on that computer.

Make sure license server/Service is up and running.
