Is there a way to insert general notes at an exact location in a drawing? -or- What if the notes accidentally get moved - how does onemove those notes back to where they were? There does not seem to be an "absolute coordinates" option or methodin adding notes to a drawing.

You forgot the important part of "I am running Pro/Engineer xxx" however in Wildfire 5 you can do this:

1. select the Annotate tab
2. select the note
3. Edit | Move Special...
4. Select the note vertex that you want to move by
5. and then move by:
* absolute coordinates
* relative coordinates
* snap to a specific reference point on an entity
* snap to a specific vertex
