Annotations with PVZ files in Creo View.

So have two different PVZ files that I load one then add another viewable to session.   They both had annotation sets and groups available in each PVZ file.  

Why can't I have access to the second set of annotations or groups?   Is there a way to extract those annotations and groups and apply them to the merged into one?

This allows multiple people to work on various parts of a project and then bring them all together having access to all those marked up locations and notes.   And then merge them into new Annotation sets.
