Creo Illustrate Check out error

We are seeing quite of few check and check out errors . It is not allowing users to check out items even if they were the ones to last edit it. Is there a way to force check in either in windchill or Creo Illustrate .

If Creo crashes while a file is checked out, it cannot be checked in but also cannot be edited by the owner. Have to copy and paste the entire thing into a new CAD file and delete the bugged one
