Cannot Exclude a Record with no Associated Data

When working with repeat regions for a harness connector pinout table, I have occasional duplicate lines for certain pins. The contact/plug/signal names all match each other, but the wire/color/size are blank for one line and not the other.

I have tried a couple avenues to clear it with no luck:

• By rule, where the wire name is a blank, however the row still shows.
• By item, but when selecting the blank line I get the error code: "Cannot Exclude a Record with no Associated Data"

For reference I am using Creo 5.
