Drawing layer display status won't stay saved

We have one drawing where the layer display status will not stay as saved.


The drawing is of a very large assembly with many layers inherited from its' many components.


All layers are defined in the models.
We do not create any new layers (or same-named layers) in the drawing.
The user sets the display status in the drawing per his requirements.
He saves the layer status, and saves the drawing.
So far, everything is displayed as wanted/expected.


The next time (a new session) when the user pulls up the drawing, several of the layers that were previously set to HIDE are now unhidden.


This user works on many of these drawings day in and day out.
Only this one drawing is having this problem.


I have confirmed that ignore_model_layer_status and draw_layer_overrides_model are both enabled, which is the norm for us.


I one test, we got everything displayed as wanted and saved the drawing.
Then we erased the drawing from session, but left the models in session.
We opened the drawing, and again, some of the layers that were hidden are now unhidden.


We were concerned that the drawing might be corrupted.
To test this, we created a brand new drawing from scratch (no template) of the same assembly, and got the same behavior.


And the problem is not consistant.
Every time we go through this exercise, and re-open the drawing, some layers are always affected, but others are randomly affected.


I find nothing like this mentioned in PTC's knowledgebase.


Has anyone seen this before?
