Moving Radial Dimensions

Hello all,
Currently using Creo 11 (recent update to).
Tried moving radial (& diameter) dimension in Drawing by just grabbing the text but it only changed the length of the leader. When I grab the leader it "rotates" along the arc.
I use to be able to grab the text & do both.
Is there some setting for Drawing or Config.Pro that needs to change so I can just grab the text & relocate the text where I want rather than the two-step process of change angle of leader then change leader length?

I don't have Creo 11, but I do have Creo 7 and Creo+ (12).  Both allow me to select a radial or diameter dimension and drag the text to where I want it.

 

I don't see any config or detail setting that would cause issue in 12.

There is always more to learn.
