Varied Dim Locked?

Does any one understand the warnings I get when I open a shared assembly? By that - I mean - anyone could have done it. See attached. I understand it is a flexible model. It is .125 originally. It was added as a flex comp. at .093. I ton't know what it means by tol changed? Locked? It's just annoying to keep seeing this warning. I assume something needs fixing?
