why does the dual dimension show a comma instead of a decimal?

Hi,

try setting the dtl config option "decimal marker" to "period", it is probably set to the default "comma_for_metric_dual", which is why you see a comma.

Check to see if the ASME standard does not specify a comma instead of a period first if the dwg is being checked to ASME.
