Starting in WF5 there was a great enhancement. When you copy a layer, you copied its rules as well. So all you have to do is
1. delete old layers you don't want
2. open your start part/assembly
3. select all layers
4. RMB Copy
5. Close window and paste layers into the desired part
6. Set and save your layer status.
If you only have one part/assembly open at a time you can write a mapkey to do it for you. It is WAY faster and less frustrating than trying to get rule definitions to be created repeatedly and it executes WAY faster as well. If you have multiple windows open, you just have to throw a pause into the mapkey.
