Callout disappearing from pvz files when opened in creo illustrate 11.1

Creo illustrate used as stand alone envirnoment
Illustration are created for PWI in Process plan.

facing Two issues:
Callout of illustration (PVZ files) which are created in creo illustrate 9.2 are disappearing from pvz files when opened in illustrate 11.1.
Unable to create custom callout in illustrate ill.1
Any suggestion on this.

Opening a pvz file that was published from Creo Illustrate will lose ALL figure information as the published pvz file is not designed to be reopened in Creo Illustrate. The published pvz file is designed to be opened in Creo View for viewing the published figures.
To retain the figure information you should open the c3di file created in 9.1 in 11.1.
