Creo 9 and Creo Simulate

I cannot use Creo Simulate.
We think licenses needed are not installed since in the license portal we see:
 -Creo Mechanica Fatigue Advisor (formerly Pro/ENGINEER) Not Installed 
 -Creo Simulation (formerly Pro/ENGINEER) Not Installed 
However we are not able to perform any action in the portal.
How can we install them?
